A startup application is a signal, not a customer
The following is SHIO’s independent judgment and discussion of methods. It is separate from the source text and its translation.
SHIO reading note
Entrepreneurial activity can suggest where to investigate. It cannot establish demand for a particular service. This reading of U.S. Census Bureau definitions considers how a regional signal becomes a testable business hypothesis. The referenced guidance pages carry no publication date.
The central idea
SHIO’s judgment: distinguish applications, employer formation and purchases before committing resources.
Identify the stage being measured
The Census Bureau’s Business Formation Statistics distinguish applications for a tax identification number from employer business formations. The latter are identified through records of first payroll tax liability. These measures describe different stages; an application cannot simply be counted as an operating employer.
SHIO’s interpretation is to define the customer’s stage first. Planning before registration, preparing to open and managing a first employee suggest different service hypotheses. Combining them into one addressable market can disconnect the number of prospective customers from the work required to serve them.
Translate a regional signal into a question
The definitions also distinguish employer formations within four quarters of application from projected formations. Observed records and model estimates require separate readings. Neither provides evidence that a particular commercial service has secured a sale.
SHIO proposes narrowing the investigation to one location, one industry and one unfinished task. Interviews should establish who experiences the problem, who controls a budget and when a solution is needed. Ask what happens without a solution. Regional data can guide where to look; conversations should change what to ask.
Make the hypothesis inexpensive to revise
For a hypothetical opening support service, SHIO would specify a small paid trial with a document checklist, delivery deadline and acceptance criteria. Recording the path from first contact to payment helps distinguish weak demand from pricing, trust or delivery problems. Counting inquiries alone leaves those explanations unresolved.
This approach has limits. A few trials cannot estimate a national market, and one lost sale cannot disprove all demand. Write down the evidence needed for another round and the conditions for stopping. Turning thought into practice means keeping a judgment open to correction, with a named owner and review date.
A question for practice
Next step: turn one startup trend into a customer hypothesis with a defined population, statistical measure and testing deadline.
